Best Value Performance Indicator (BVPI) Guidance
BVPIs ended in March 2008, and Defra are no longer monitoring individual LAs for their performance against BVPI
targets. However, WDF users will still be able to download reports based on the BVPIs from WDF, if they wish to
produce consistent local data sets over a period of years. These BVPI datasets will continue to be based on the
guidance which established and governed BVPIs from April 2004 – March 2008. To support the move to Qu100 between
April 2014 and April 2015, The BVPI caclulations for 82a-d and 84a-b were replaced with comparator caclulations which provide results comparable to those from the pre-Qu100 question set, but instead using Qu100 data.

During 2014-15 Question 100 was introduced for the use of all English local authorities. This replaced several questions relating to the treatment, disposal and transfer to reprocessors which had previously been used.
